The Federation of Private Construction Enterprises has written to Prime Minister Narendra Modi outlining five specific amendments to the Real Estate (Regulation and Development) Act aimed at bolstering safeguards for homebuyers.

New Delhi, November 2 — The Federation of Private Construction Enterprises (FPCE) has formally addressed Prime Minister Narendra Modi, presenting a concise list of five amendments it believes will enhance the Real Estate (Regulation and Development) Act, commonly known as RERA. The proposed changes focus on tightening disclosure norms, accelerating grievance redressal, mandating escrow accounts for project funds, improving transparency in builder‑buyer contracts, and establishing a dedicated oversight body for homebuyer complaints.

In its letter, FPCE argues that these measures are essential to restore confidence among prospective homebuyers, many of whom have faced project delays and financial losses under the current framework. The federation also highlighted recent court rulings that underscore gaps in enforcement, urging the government to act swiftly.

The appeal arrives as the real‑estate sector seeks clearer regulatory guidance ahead of the upcoming fiscal budget. While the government has previously pledged to strengthen consumer safeguards, FPCE’s detailed recommendations aim to translate that commitment into actionable policy.

No official response from the Prime Minister's Office has been released at the time of publication, but analysts note that the timing could influence upcoming legislative reviews of RERA.

The FPCE has indicated it will continue to engage with relevant ministries and stakeholders to ensure the suggested reforms are considered in the next round of policy deliberations.
